We held this session to\u00a0share what we currently know about the proposed reforms, acknowledge\u00a0there\u2019s\u00a0a lot of information in the media, and answer questions from the community.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Please note: some parts of the reforms are still not confirmed. We expect to learn more after the Federal Budget and when the legislation is introduced.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The changes are\u00a0a major \u201creset\u201d of the NDIS after 10 years, with a focus on returning to the scheme\u2019s original intent.\u00a0The Government has said the NDIS should focus on people with\u00a0significant and lifelong disability,\u00a0including people with complex support needs.\u00a0Melba has a long history of supporting people with significant and lifelong disability, which aligns\u00a0with the direction being described.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Here are the main points we discussed.<\/span><b><span data-contrast=\"auto\">\u00a0<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">NDIS spending and sustainability:<\/span><\/b><span data-contrast=\"auto\">\u00a0The Government has talked about slowing the growth in NDIS spending and building public confidence in the scheme. Exactly how this will happen is not yet clear.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Planning and community participation:<\/span><\/b><span data-contrast=\"auto\">\u00a0The Government has flagged tighter planning, including a closer look at community participation funding. There has been a lot of discussion publicly, but\u00a0it\u2019s\u00a0not confirmed how any changes would apply to\u00a0people just yet.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">More focus on support needs (not just diagnosis):<\/span><\/b><span data-contrast=\"auto\">\u00a0One proposed change is that decisions would be based more on\u00a0daily\u00a0supports\u00a0a person needs (sometimes called \u201cfunctional needs\u201d). In principle, this could be helpful, because people with the same diagnosis can have\u00a0very different\u00a0needs.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Technical advisory group:<\/span><\/b><span data-contrast=\"auto\">\u00a0The Government has said it will set up a technical advisory group to help shape how functional needs assessments could work.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">More oversight of the NDIS market:<\/span><\/b><span data-contrast=\"auto\">\u00a0The Government has talked about stronger oversight of providers to support quality and safety, while keeping the scheme sustainable.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Provider registration:<\/span><\/b><span data-contrast=\"auto\">\u00a0There may be a push to expand provider registration requirements. This could improve visibility and reduce risk of harm, but the detail is still unknown.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Other areas mentioned:<\/span><\/b><span data-contrast=\"auto\">\u00a0Public discussions have also included platform providers, plan\u00a0management\u00a0and support coordination, with more detail still to come.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Digital payments platform:<\/span><\/b><span data-contrast=\"auto\">\u00a0A possible digital platform for payments has been mentioned\u00a0as a way to\u00a0improve visibility. We also talked about the importance of protecting\u00a0choice and control.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Supported Independent Living (SIL) and \u201ccommissioning\u201d:<\/span><\/b><span data-contrast=\"auto\">\u00a0We acknowledged concerns about what \u201ccommissioning\u201d could mean.\u00a0It\u2019s\u00a0still unclear, but it may involve tendering arrangements and\/or some form of base funding for SIL providers.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Why SIL changes are being discussed:<\/span><\/b><span data-contrast=\"auto\">\u00a0One\u00a0possible aim\u00a0(not confirmed) could be more stability for people and providers\u00a0for example, avoiding funding gaps if someone moves out of a shared house and overnight support still needs to be covered.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Eligibility concerns:<\/span><\/b><span data-contrast=\"auto\">\u00a0We discussed concerns about what supports will be available for people who might not qualify under revised eligibility settings. This is an area where we will continue to seek clarity and advocate for people to be supported.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">\u201cFoundational supports\u201d:<\/span><\/b><span data-contrast=\"auto\">\u00a0It was noted that some supports may be expected to sit outside the NDIS and be provided by states. What that will look like is still unclear.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Could things change if government changes?<\/span><\/b><span data-contrast=\"auto\">\u00a0A question was raised about this. It was noted there appears to be bipartisan support for reform, and an expectation that the scheme must\u00a0maintain\u00a0community confidence.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">We have published the <a href=\"https:\/\/www.melbasupport.com.au\/ndis-reforms\/\">questions and answers on our website<\/a> and will be adding more as we get further answers.
