might leave you scared and confused.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">That feeling can double when you live with disability.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">And if you\u2019re a participant of the National Disability Insurance Scheme (NDIS), change can also have implications for your ability to shower each day or choose who assists you to get out of bed.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The states and territories\u00a0<a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2024-08-21\/states-territories-back-ndis-reform\/104251108\" data-component=\"ContentLink\" data-uri=\"coremedia:\/\/article\/104251108\">have now agreed to support amendments<\/a>\u00a0to contentious legislation to reform the $42 billion scheme.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">It broke a bitter, months-long stand-off that saw premiers and chief ministers band together against the Commonwealth, and had the disability community feeling like a political football.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">NDIS Minister Bill Shorten says the passage of the legislation will be \u201cthe construction of the scaffolding\u201d enabling co-design to begin, including on many of the reforms that have been making headlines such as the\u00a0<a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2024-08-21\/ndis-minister-says-participants-shouldnt-pay-mandatory-assesment\/104250744\" data-component=\"ContentLink\" data-uri=\"coremedia:\/\/article\/104250744\">proposed needs assessments<\/a>\u00a0and\u00a0<a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2024-08-16\/periods-ndis-disability-health-politics-bill-shorten\/104229864\" data-component=\"ContentLink\" passes parliament, which could be as early as today now it has support from the Coalition, the government will face a very apprehensive disability community.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The concern we\u2019ve heard from the disability community every week since the legislation was introduced has been huge.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Given the billions of dollars involved, the political stakes for these reforms are high.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But for many NDIS participants, the personal stakes are higher.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">These are people who might be receiving disability support for the very first time.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">People who live every day with their antennas up and are used to fighting tooth and nail for the most basic of supports.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">People who will tell you in a heartbeat that, despite the complexities and bureaucracies of the scheme, it\u2019s transformed their lives.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The government might\u2019ve found a way to get its political adversaries off its back, but it\u2019s unlikely the disability community will be as easy to convince.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">\u201cWe want to work [with] whichever government of the day to make the best legislation we can to improve the NDIS \u2014 but this is not it,\u201d said People with Disability Australia president Marayke Jonkers.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">\u201cIt\u2019s very difficult for people to trust when the trust has been broken and it\u2019s very difficult to trust changes \u2026 before you\u2019ve seen the detail.\u201d<\/p>\n<h4 class=\"Typography_base__sj2RP Heading_heading__VGa5B future_heading__Gcudw test for the government<\/h4>\n<p class=\"paragraph_paragraph__iYReA\">The real work \u2014 and the long-promised co-design process, which many in the disability community feel should have started months ago \u2014 now begins.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Serious concern remains in the community about the extra powers the legislation affords the agency that runs the scheme, and what will come of the proposed\u00a0<a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2023-12-07\/ndis-disability-announcement-bill-shorten-national-press-club\/103098860\" data-component=\"ContentLink\" data-uri=\"coremedia:\/\/article\/103098860\">\u201cfoundational supports\u201d for those outside the scheme<\/a>.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">While the NDIS now has more than 660,000 participants, the vast majority of the estimated 5.5 million Australians with disability are not participants.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">\u201cWe need to make sure foundational supports deliver for \u2026 the people in the scheme but [also those] outside the NDIS, who at the moment, are getting little to no support at all,\u201d said El Gibbs, deputy CEO of Disability Advocacy Network Australia.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">\u201cI\u2019m really worried that we\u2019re not seeing the certainty we need about the financial investment.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">\u201cThere is going to be a really extensive co-design process and it\u2019s certainly something I will be holding the government to account on.\u201d<\/p>\n<p class=\"paragraph_paragraph__iYReA\">This is now the ultimate test for the government and an opportunity to show the country how to balance two of the most important aspects of public policy: what is best for the taxpayer and what is best for the community.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">People with disability just want to know change isn\u2019t going to come
